Can form rules be applied according to the privilege of the user?

Yes. While creating a form rule, define the action that needs to be performed based on the privilege of the user. While forming the condition for the form rule, click Insert Fields and select Current User Privilege to use the privilege in the condition. You can use this system variable to apply the form rule based on the user privilege.
